Brandy Ballard was tragically killed when her vehicle was struck by street racers in the 800 block of Arkadelphia Road. Witnesses observed several vehicles racing in the crash that killed the innocent bystander. 22-year-old Carmesia Flanigan was arrested and charged with murder, unlawful possession of a controlled substance, and leaving the scene of an accident with injuries in connection with the crash.
