Police spokesman Martin Dams said the incident happened near the popular hopping boulevard in the west of the city. He said the suspected driver of the vehicle, a 29-year-old man of dual German-Armenian citizenship, was detained by pedestrians before he was arrested by police. At least a dozen people have been injured, according to emergency services. “It is not yet known whether it was an accident or a deliberate act,” police said.
