Tragic accident that occurred on July 31 in Houston, Texas. Joseph Higgins was arrested in connection with a hit-and-run crash that claimed the life of a pedestrian. Higgins failed to stop at the scene. Higgins faces charges of failure to stop and render aid. The investigation remains underway. We send our thoughts and prayers to the family of the victim.
