Tragic accident that occurred on November 13 in Fairfield, California. Lisa Lowe died when she was struck by a tractor-trailer turning into the parking lot of a business. The truck driver, who was not publicly identified, remained at the scene to cooperate with officers. The accident remains under investigation.
