Tragic accident that occurred on July 11 in San Joaquin, California. Michael Vargas was tragically struck and killed by an impaired driver while in a wheelchair at Cherokee Lane at Elm Street. The driver of the Explorer, Lucas Suarrez Ramos was charged with suspicion of driving under the influence, DUI causing great bodily injury, and gross vehicular manslaughter while intoxicated.  We send our thoughts and prayers to the family of the victim.
