According to the U.S. Coast Guard, the DHC-3 Turbine Otter went down and was submerged about 200 feet in the water. Nine adults and one child were on board the plane when it went down. Sandy was a Spokane civil rights activist who founded a community center and Black newspaper in that city. The National Transportation Safety Board (NTSB) is investigating the accident.
